This is an early Winston DL4 rod. It's a 9ft #4 4pc early model, featuring a pocket and ring grip and a shorter grip. There are many scratches and scuffs from use, but nothing significant. There's a slight paint lift at the joint between the seat cap and the rod, but this is not a problem.
